David is General Counsel of Essex Bio-Technology Limited and its group of companies.

He has a BSc in Biochemistry from Imperial College, an MSc in Entrepreneurship, Science & Technology from the University of Nottingham, an LLB from the University of Law, and a Postgraduate diploma in Intellectual Property Law and Practice from Oxford University.

David trained and qualified at Simmons & Simmons in London, mainly advising on pharmaceutical/medical device patent litigation.  He was seconded to GlaxoSmithKline where he advised on the sale and purchase of H1N1 vaccine to Ministries of Health in numerous countries in the Middle East and North Africa, and on numerous commercial agreements in the CIS.  David then moved back to Hong Kong to join Deacons to concentrate on non-contentious IP issues.  After Deacons, David joined Lewis Silkin’s Hong Kong office as Partner and Head of Intellectual Property (Asia-Pacific) before going in-house.

David is a member of the various intellectual property organisations including the Licensing Executives Society (LES) where he is a Council Member of the Hong Kong Sub-Chapter and has held various international roles including Chair of the Young Members Congress.

He is dual qualified as a Solicitor in England and Wales and in Hong Kong.

Ned Lai, Deputy Director of Public Prosecutions, Department of Justice

In 1999, Ned Lai joined the Prosecutions Division as a Government Counsel. His initial training mainly included handling advisory work and prosecutions on general crimes dealt with in the District Court.

From 2002 to 2009, he handled criminal cases concerning private sector corruption investigated by the Independent Commission Against Corruption.

Between 2009 and 2011, he managed criminal cases relating to securities, tax, and fraud.

From 2011 to 2015, he served as the Deputy Section Head of the Magistrates Court Advisory (General Prosecutions).

Between 2015 and 2016, he was responsible for overseeing the Section of public order events and cybercrime.

Between 2016 and 2021, he held the position of Section Head of the Appeals (Human Rights) Section, responsible for prosecuting criminal appeals and handling issues involving human rights arising in other prosecution cases.

Between 2021 and 2023, he was the Section Head of the Court of First Instance Advisory Section.

Currently, he is supervising six sections handling advisory work, trial preparation, appeals, etc., concerning criminal cases to be disposed of in higher courts.

Eddy is an experienced ACAMS (Association of Certified Anti-Money Laundering Specialists) certified compliance professional with over 20 years’ accrued expertise of AML, Regulatory Compliance, Project Management and Operation Optimization. Julian is presently a partner at Hauzen LLP that heads the Blockchain, Tokenization and Web3 (BT3) practice. He is qualified to practice in Singapore, Hong Kong and the United Kingdom and specialised in securitisation, financial derivatives and structured finance before further specialising in BT3. Concurrently, Julian is also serving as the Group CEO of XBE and non-executive Vice Chairman of COINLLECTIBLES and MARVION.

Separately, Julian also spent more than a decade in the finance industry, holding senior positions in international financial institutions such as UBS, RBS, Morgan Stanley and Mizuho, where he specialized in private and structured finance, securitisation and derivatives.
