The Republic Act 10667 enacted by former President Benigno S.S. Aquino III in July 2015 became effective in August 2015 and is now known as the Philippine Competition Law. Chairman Arsenio M. Balisacan is an economist with extensive high-level policymaking practice and a well recognized expert in Asia on economic development, poverty and inequality, and political economy of policy reforms.
 
Prior to his appointment as the first Chairman of the Philippine Competition Commission in January 2016, he served as the Economic Planning Secretary in the Cabinet of President Benigno S. Aquino III and, concurrently, the Director-General of the National Economic and Development Authority (NEDA) where he carried out policies and programs to facilitate inclusive economic growth, employment creation, and poverty reduction. In his capacity as NEDA Director-General, he served as the first Chairperson of the Boards of the Philippine Statistics Authority and the Public-Private Partnership Center of the Philippines.
 
Previous to his appointment in NEDA, he was the Dean and Professor of the University of the Philippines School of Economics and Executive Director of the Philippine Center for Economic Development. Before joining the UP faculty in 1987, he was a Research Fellow at the East West Center in Honolulu and Economist at the World Bank in Washington, D.C.
 
His professional practice included periods of leadership roles in poverty reduction campaigns and agricultural sector. These involved appointments as Undersecretary for Policy and Planning of the Department of Agriculture in 2000-2001 and 2003, Director-Chief Executive of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA), and President of the Human Development Network in 2003-2009.
 
He has authored and co-edited seven books, published over 100 academic papers and book chapters on various development issues, particularly on the Philippines and East Asia, and won numerous academic and professional awards. He is a lifetime member of the National Academy of Science and Technology, the country’s peer-elected group of select individuals who have made outstanding contributions to science and technology.
 
Chairman Balisacan holds a PhD in Economics from the University of Hawaii and an MS degree in Agricultural Economics from the University of the Philippines Los Baños.

Alain Charles J. Veloso

Alain Charles Veloso is a senior associate in Quisumbing Torres’ Corporate & Commercial Practice Group and a member of the Competition Focus Group. He has nine years of legal practice involving antitrust and competition, capital markets, energy, mining and infrastructure, mergers and acquisitions, real estate, and trade and commerce.
 
Mr. Veloso has represented various multinational companies engaged in energy, power generation, infrastructure, mining and natural resources, real estate and construction, pharmaceuticals, retail and distribution, manufacturing, business process outsourcing, information technology and telecommunications, and advertising.
 
He advises several multinational companies with regard to the antitrust implications of their transactions and arrangements in the Philippines, including assistance in obtaining merger clearance. He has also served as resource speaker on Competition law in various local and regional seminars.
 
Mr. Veloso is a lecturer for the Mandatory Continuing Legal Education program on Competition Law. He has conducted lectures at the University of the Philippines Law Center and the Securities and Exchange Commission. He also co-authored the Philippine chapter of Baker & McKenzie’s Asia Pacific Competition Law Guide.

Atty. Francis Lim is a Senior Partner and a member of the Executive and Special Committees of the Angara Abello Concepcion Regala & Cruz Law Offices (ACCRALAW).  
 
Atty. Lim is the former president of the Philippine Stock Exchange and the incumbent president of the Shareholders’ Association of the Philippines (SharePHIL).  He is also the Chairman, National Competitiveness Committee of the Management Association of the Philippines, Chairman, Judicial System Working Group of the National Competitiveness Council, and a trustee of the CIBI Foundation, Inc., FINEX Research & Development Foundation, Inc. and the Judicial Reform Initiative, Inc., and a Fellow of the Institute of Corporate Directors. 
 
Atty. Lim is a columnist of The Philippine Daily Inquirer.  
 
Atty. Lim is a law professor in the Ateneo de Manila University, the San Beda Graduate School of Law and a professorial lecturer and the Vice-Chair of the Commercial Law Department of the Philippine Judicial Academy. 
 
Atty. Lim is a director of several public companies, among which are the Energy Development Corporation, The Insular Life Assurance Co., Ltd., Producers Savings Bank Corporation and Tower Development Bank, Inc.
 
Atty. Lim was closely involved in the enactment several Philippine laws such as the Financial Rehabilitation and Insolvency Act (FRIA),  Credit Investment System Act (CISA), Real Estate Investment Trust Act (REITA), Personal Equity Retirement Account Act (PERAA), and the Philippine Competition Act.
 
He  was also involved in the formulation of several Philippine procedural rules such as the Interim Rules on Intra-Corporate Controversies, Rules on Electronic Evidence, Rules on Notarial Practice, Rules on DNA Evidence, Financial Rehabilitation Rules of Procedure, and the Financial Liquidation and Suspension of Payments Rules of Procedure. 
 
Atty. Lim is a member of both the Philippine Bar and the New York State Bar.

 

Atty. Marianne M. Guerrero

Ms. Guerrero is currently Senior Vice President and Head of the Legal Department of SM Investments Corporation (SMIC).  SMIC is the holding company of the SM Group, currently one of the largest conglomerates in the Philippines, with businesses in banking, retail, property development, leasing, and tourism.  SMIC’s Legal Department is a shared service composed of at least twenty-eight in-house counsel that oversee the legal affairs of the retail, property development, leasing, and hotels and conventions business units of the SM Group.

Prior to joining SMIC in 2006, Ms. Guerrero was Senior Vice President and Legal Department Head of Singaporean owned, United Overseas Bank Philippines. Previous to that she worked as Vice President in Solidbank Corporation.

Before she began her career as in-house counsel, Ms. Guerrero wroked as a legal practitioner in the law firm of Castillo Laman Tan Pantaleon & San Jose where she handled litigation and corporate transactions for nine years.   

 

Atty. Roel Arco Refran

Atty. Roel Arco Refran is the Chief Operating Officer of The Philippine Stock Exchange, Inc. (PSE). Atty. Refran is a certified public accountant and lawyer.  He leads the implementation of PSE’s strategic, business and regulatory initiatives as a publicly-listed company and self-regulatory organization. PSE has been recognized as the Best Stock Exchange in Southeast Asia for 2015 and 2013 during the Alpha Southeast Asia Deal Awards.

Atty. Refran is Chairman of the Capital Markets Development Committee of Philippine Chamber of Commerce and Industry. He also serves as Chairman of the Board of Trustees and President of Philippine Fulbright Scholars Association.

He is a Professor of Law at Ateneo de Manila University School of Law, and Professorial Lecturer at University of the Philippines Virata School of Business (UP-VSB). He is the recipient of the 2014 Distinguished Alumni Award by the UP-VSB.

He holds an MBA degree, with specialization in capital markets and finance, from Emory University’s Goizueta Business School (USA) where he was a Fulbright scholar. Atty. Refran earned his degree in Business Administration and Accountancy, magna cum laude, from University of the Philippines. He also holds a Juris Doctor degree, Second Honors, from Ateneo de Manila University School of Law.

Mr. Andre (Raj) Palacios has extensive experience in government as well as international and Philippine law practice. He is now member of a panel assisting the Philippine Competition Commission in reviewing competition policies in the different sectors of the Philippine economy. He was recently Undersecretary and head of the Philippine PPP Center, and previously Assistant Secretary in the Office of the Presidential Legal Counsel. He worked at the World Bank in Washington, DC, and at the Philippine Mission to the World Trade Organization in Geneva. He practiced corporate law with SyCip Salazar Hernandez & Gatmaitan, and litigation with Carpio Villaraza & Cruz. He earned his master's degree in international law from University College London as a British Chevening scholar. He is now a law faculty member of the University of the Philippines where he graduated.

Mr. Henry Schumacher is the Senior Advocacy Adviser of the European Chamber of Commerce of the Philippines (ECCP). ECCP is a service-oriented organization aimed at fostering close economic ties and business relations between the Philippines and Europe. Concurrently, he serves as President of Fair and More, Inc., an international trade fair and events management company, the European Innovation, Technology and Science Center (EITSC) Foundation, and a trustee of the Asia Europe Foundation of the Philippines.
 
Mr. Schumacher has held various positions in several European-based companies, most notable of which include being the Chief Executive Officer of the Hoechst Group of Companies in the Philippines. He has served the Hoechst Group for over 24 years. Mr. Schumacher’s affiliations include being a member of the Makati Business Club, Manila Polo Club and the Alumni Organization of the INSEAD Business School.He participated in various executive program courses in Giessen University in Germany and the prestigious INSEAD Business School in France.

Edmund Tayao

Prof. Edmund Tayao is an Associate Professor of Political Science at the University of Santo Tomas (UST) and the Executive Director of the Local Government Development Foundation (LOGODEF).  He is also a member of the Board of Advisors of the Centrist Democratic Political Institute, the Founding President of Electronic Pollsters, the Founding Secretary General of the Philippine Consortium on Good Local Governance, and the Chairman of PROBERZ Research and Consultancy and of the Metis Facility- Strategic Research and Consulting Group.  
 
Tayao also served as consultant/expert to the Office of the House Speaker, the Congressional Planning and Budget Office, the Department of Interior and Local Governments, the National Anti-Poverty Commission, the National Security Council, and the Senate Committee on Local Governments, to name a few.  He has served as expert of GIZ Philippines and in Pakistan, of KAS in Vietnam and Kingdom of Jordan, of the European Union Asia Pacific Program Review, and of Japan External Trade Organisation in Thailand.  His work has been published in the International Journal of Politics, KAS Singapore's Panorama, the LOGODEF Journal on Local Governance, Strategic Studies Council Policy Papers, UST's UNITAS, and in the Thought Leaders of Rappler.  
 
He received his Bachelor and Master’s Degrees in Political Science from UST and is currently a Fellow of Political Science at the Leibniz University of Hanover.  Tayao is also a recognized Political Analyst of Time, Wall Street Journal, the ABS-CBN News Channel and other media networks.

Geronimo L. Sy

Geronimo L. Sy is a lawyer with specialization in competition policy and law. He established the Philippines’ first Office for Competition under the Department of Justice as Assistant Secretary and headed it from 2011 to 2015. He was instrumental in the crafting and shepherding into law of the Philippine Competition Act.
 
Internationally, he served as Chair of the ASEAN Experts Group on Competition from 2013 to 2014. In July 2014, he successfully led the Philippine delegation in the Peer Review on Competition Law and Policy in Geneva, Switzerland. He was the Convenor of the APEC 2015 Competition Policy and Law Group (CPLG). Among the major cases he handled were cartels in the rice and garlic industries, abuses in the telco, transport and energy sectors.
 
He obtained his Bachelor of Science Major in Management Engineering and Juris Doctor Degrees from the Ateneo de Manila University, his Master of Arts in Public Management from the University of the Philippines. At present, he is a Doctoral candidate in Public Administration at the UP National College of Public Administration and Governance.

In 2002, he founded Wi-Fi hotspot network Airborne Access, which was acquired by PLDT in 2008.
As a regular speaker at local and international forums on the South East Asian startup ecosystem, and holding roles as director, advisor, and mentor in various tech startups, Jay is considered to be one of the pioneers and thought leaders of the Philippine tech startup scene.
 
Greg Tangonan

Dr. Greg Tangonan graduated from the Ateneo de Manila University in Physics and received his M.S. and Ph.D. from the California Institute of Technology in Applied Physics. Dr. Tangonan held the Howard Hughes Doctoral fellowship during his graduate studies. As part of his Fellowship, he joined the Hughes Research Laboratory where he remained for 32 years. He retired from Hughes Research as Director of Research. His specialization is in optical communication systems, wireless communications systems and devices, material sciences, microwave devices and radar systems. 
 
He has 49 US Patents and has over 200 papers and publications. He won the prestigious R&D 100 awards twice for Secure Fiber Optics Communications and for All-Optical Network Modules. In the US he has his own start up company – Wireless MEMS – that is trying to make smart antenna components for wireless devices. 
 
Greg Tangonan joined the Ateneo de Manila University after 32 years with the Hughes Research Laboratories, retiring as Director of Research. Since joining the Ateneo, Professor Tangonan has been teaching a class called Innovation and Technology that focuses young technologists on the process of innovation and technology development. He is the Founding Director of the Ateneo Innovation Center. The Ateneo Innovation Center focuses on bringing new technology solutions to bear on critical national problems like food security, universal access to healthcare, sustainable living, knowledge economy development and disaster resilience. Several spinoff companies derive their start from AIC. The Centers research include wireless sensor systems applied to aquaculture and lake management, aerial imaging, Near Cloud applications to education, and ICT for disaster resilience. 
 
Dr. Tangonan served as the Executive Director of the Congressional Committee in Science and Technology and Engineering or COMSTE for the 14th and 15th Congressional Sessions. COMSTE was charged with shaping an S&T Strategy and agenda for the Philippines, one that will create a major shift in our global competitiveness in S&T.
