Fanny Wong
Deputy Privacy Commissioner for Personal Data

Fanny was appointed as the Deputy Privacy Commissioner on 28 January 2015. She is a barrister by profession. Before joining the Office of the Privacy Commissioner for Personal Data, Hong Kong, she joined the Royal Hong Kong Police (now called Hong Kong Police) as an Inspector in 1979 and later the Legal Department (now called Department of Justice) as a Crown Counsel in 1988.

Fanny has worked in the Prosecutions, Civil, and Legal Policy Divisions of the Department of Justice and has prosecuted a wide range of commercial crimes and securities-related cases. She headed the Securities, Inland Revenue and Fraud Section, Magistrates’ Court Advisory Section, and the Magistracy Appeals Section where she acted as an advocate in court and a supervisor of junior counsel and court prosecutors. She has worked closely with the law enforcement agencies, statutory bodies and other government departments. She left the Department of Justice as a Senior Assistant Director of Public Prosecutions.

Andrew is a commercially focused Risk professional with over 20 years of experience in Enterprise Risk Management Transformation, Internal Audit, Group Policy Frameworks, Corporate Governance and Risk Management Technologies.

Andrew has a solid track record in successfully delivering change within multinational organisations, and previously led the risk function for organisations that include Woolworths Limited, Tabcorp Holdings and Qantas Airways. Andrew was also responsible for the internal audit function whilst at Tabcorp Holdings. Qantas won the Risk Enterprise of the year award in 2010 from Lexis Nexus.

Andrew has assisted a number of organisations to transform their Risk and Assurance functions, with a focus on articulating the risk and assurance strategy to ensure that it aligns with the organisation’s strategy and then enabling people, process and technology to position the risk and assurance function to deliver value to the organisation.

Andrew often presents and facilities training on better practices in Risk and Assurance management locally and internationally, with a focus on cyber security, compliance and integrated risk management and has experience across a number of industry sectors, including, aviation, oil and gas, energy, retail, services, government, telecommunications and financial services.

Savio Hui

Savio Hui serves as the Senior Manager (Technology Risk Management) of the Hong Kong Interbank Clearing Limited (HKICL), which is a company jointly owned by the Hong Kong Monetary Authority (HKMA) and The Hong Kong Association of Banks to provide interbank multicurrency clearing and settlement services to all banks in Hong Kong and also operate a central clearing and settlement system for public and private debt securities on behalf of the HKMA.  Savio has more than fifteen years of solid working experience in information security field.  He leads a team of professionals responsible for technology risk management and security management for HKICL.

Alban Kwan

Alban Kwan is the country manager for CSC® based in the Hong Kong office. He has been with CSC’s Digital Brand Services unit and affiliated companies since 2009, and leads the team responsible for all key accounts within the China, Hong Kong, Taiwan, Korea, and Japan markets. Alban has developed a deep understanding of online brand protection, digital assets management, and cyber-security, specifically for the Asia-Pacific region, and he advises top global and local companies. Alban frequently engages with local policy makers and is often invited to speak at conferences, where he shares his invaluable insight on brand protection, security, and local policies affecting businesses. Alban has both a bachelor’s and a master’s degree in management from Monash University in Australia.

Beverly is Asia Pacific Legal Counsel, L’Oréal, a global cosmetic company with 100+ years’ history, over Euro 25 billion sales and 78,000 employees worldwide as at 2016.  Beverly focused on legal advisory in IT, digital and data protection matters.  Prior to L’Oréal, she was Senior Counsel, Privacy at Uber and Legal Counsel & Company Secretary of SCMP Group, respectively.  Before in-house, Beverly gained solid practice experience in major law firms including Baker & McKenzie and Norton Rose Fulbright as corporate commercial lawyer.  She graduated from University of London (LL.B.) and holds MBA at HEC Paris. Beverly qualified in two jurisdictions (Hong Kong and England and Wales), and speaks four languages (English, Cantonese, Mandarin and French).  
 
Sandra Liu

Sandra is the Senior Legal Counsel of the PCPD.  She joined the PCPD in 2008. She leads a team to provide legal advisory services to the PCPD and undertake litigation related work.  She is responsible for the provision of legal services under the Legal Assistance Scheme. She had participated in the review of the data protection legislation, which culminated in the enactment of the Personal Data (Privacy) (Amendment) Ordinance (“Ordinance”) in 2012.  She is currently involved in the projects of the Comparative Study on the European Union General Data Protection Regulation and the Ordinance, as well as the Personal Data Protection in Cross-Border Data Transfer. Before joining the PCPD, Sandra was a solicitor focusing on civil litigation.

Dr. K.C. Sum is currently Head of Intellectual Property and Knowledge Management of ASTRI. He has rich experience in vetting of patentable ideas, patent specifications preparation and patent prosecution. His experience also includes commercialization of patents. He is a Chartered Engineer and Member of Steering Committee for BIP Asia Forum. Prior to joining ASTRI in 2005, Dr. Sum held various technical positions in the Innovation and Technology Commission of the Hong Kong SAR Government and the Semiconductor Division of Hewlett Packard.  He received his PhD degree in Electronic Engineering from the University of Kent and MBA degree from the University of Manchester.

Andrew Morentz

Andrew Morentz is the Compliance Officer for Asia at Thomson Reuters, based in Hong Kong.  He is the company’s data protection lead for Asia and also handles other compliance functions.  Prior to joining Thomson Reuters, he was in private practice with Paul Hastings and Telecommunications Law Professionals, a boutique telecoms firm.  Mr. Morentz has also worked in the technology and U.S.-China policy fields, and has lived and worked in mainland China and Korea.  Mr. Morentz received his law degree from the Georgetown University Law Center and his undergraduate and master’s degrees in Asian and Middle Eastern Studies from the University of Pennsylvania.

Kevin Wilkey

Kevin Wilkey is Head of Legal of MetLife’s Asia region, joining MetLife in January 2013.  He is responsible for legal affairs in Australia, Bangladesh, China, Hong Kong, India, Japan, Korea, Malaysia, Myanmar, Nepal, Singapore and Vietnam.  He sits on the Asia Leadership Group and is a member of MetLife’s global Legal Affairs Senior Leadership Team. Wilkey has spent much of his career working in Asia, and he has extensive experience in dealing with legal and regulatory issues throughout the region.  Prior to joining MetLife, Kevin worked for UBS AG in 2011 as Group General Counsel, Asia Pacific.  He was responsible for UBS’ Asia Pacific Legal and Compliance Department, covering wealth management, investment banking and asset management. He also acted as their Asia Pacific General Counsel for the Wealth Management business in Asia Pacific.  

From 1999 to 2010, Wilkey was based in London with Deutsche Bank AG as Deputy General Counsel for the UK and Western Europe as well as Head of London Global Markets Equities and GFFX Legal Team.  He also served as co-head of the Global Equities Legal Practice Group and was responsible for legal matters in Russia, Turkey, the Middle East and South Africa. Earlier in his career, Wilkey held positions in New York, London and Hong Kong with Bankers Trust Company. He was Bankers Trust’s first Asia General Counsel. Previously, Wilkey worked for Simpson Thacher & Bartlett, an international law firm, in New York and Hong Kong. Wilkey studies Mandarin, Korean, German, French and Russian.  He holds a B.A. from Dartmouth College, an M.A. from Harvard Graduate School and a J.D. from Harvard Law School.  Wilkey has been a member of the New York Bar Association since 1983.

SIM SZE KUAN, 53, is the Vice President, Legal Affairs for an Asian multi-national resources group. He is also the Compliance Officer for an SFC-licensed Asset Manager. Sze Kuan was a partner in private practice in one of Singapore largest law firms and then legal counsel for one of Asia’s largest Biotech-focused private equity venture capital funds, based in Singapore. He was also a co-founder of a dot-com start up in the early 2000s. He is admitted to practice in the jurisdictions of England and Wales, Singapore, Hong Kong and New York. He graduated from the London School of Economics in 1988.
