Department of Justice, The Government of the Hong Kong Special Administrative Region (HKSAR)

Mr Rimsky Yuen, SC, was appointed Secretary for Justice on July 1, 2012. He was a barrister in private practice before joining the Government, specialising in commercial disputes. He also served as an arbitrator in international arbitrations and a mediator in commercial disputes.

Mr Yuen was appointed Senior Counsel in 2003 and a Recorder of the Court of First Instance of the High Court in 2006.

Mr Yuen had also been involved in various public duties, including Member of the Judicial Officers Recommendation Commission (which Mr Yuen continues to serve in his capacity as Secretary for Justice), Non-Official Member of the Independent Commission against Corruption Advisory Committee on Corruption, Chairman of the Transport Advisory Committee, Non-executive Director of Mandatory Provident Fund Schemes Authority and Council Member of the Hong Kong Institute of Education.

Brian W Tang

Brian W Tang is managing director of Asia Capital Markets Institute (ACMI), an industry-wide capital markets educational initiative that promotes professionalism, efficiency and innovation in the long-term best interests of corporate issuers and capital markets integrity. He is a corporate finance lawyer with nearly 20 years of experience in Hong Kong, New York, Silicon Valley and Australia. 

As an award-winning investment banking counsel at Credit Suisse in Hong Kong until 2013, Brian has advised on some of the Asia-Pacific region’s largest and most cutting-edge equity, debt and M&A transactions. He has also led inter-disciplinary teams to establish the bank’s Chinese investment banking joint venture and played a leading role in many industry-wide regulatory initiatives.  

Prior to that, Brian was at Wall Street law firm Sullivan & Cromwell in New York (working in Silicon Valley during the dotcom boom), as well as Mallesons in Perth, Australia, where he advised on cross-border capital markets, M&A, project finance and corporate governance. 

Brian graduated with an LL.M from NYU School of Law and a BA/LL.B with honours from UWA.  He also holds graduate diplomas from Securities Institute of Australia and Australian Institute of Company Directors. 

Christopher TO

Dr. Christopher TO is independent mediator and arbitrator who is on the panels of various leading global alternative dispute resolution bodies. He has handled a variety of complex international cases as mediator and arbitrator (sole, chair and co-arbitrator, under various institutional and ad hoc arbitration rules).

Christopher holds qualifications in computing, engineering and law. He is an accredited mediator, chartered arbitrator, chartered engineer, chartered information technology professional and a law professor. He has written substantially on the subject of international arbitration and mediation in particular has written the leading handbook, Arbitration Law in Hong Kong, published by Lexis Nexis Butterworths as well as the leading textbook on Mediation, Mediation in Hong Kong: Law and Practice by Kluwer Law.

Stanley Lui

Stanley Lui has been Nobel Biocare’s General Counsel for the APAC region since 2010; one of his key functions is directing programs in ethics and compliance.  Prior to joining Nobel Biocare, Stanley worked for UTC Fire and Security (now UTC Climate Controls & Security) where he was responsible for procuring legal, compliance and risk related advice to all company functions and units within the Hong Kong, Macau, Taiwan and South China regions.  Stanley has also worked for G2000 – an apparel company – as the company’s Legal and Business Development Manager.  His dedication to compliance awareness and competence led to a stronger region in the areas of ethics and control.

Stanley is a graduate of the University of London with a LL.B and he completed his undergraduate work at the University of British Columbia, focusing on politics and English literature.

Alfred Wu

Alfred Wu is a Partner with the Litigation and Arbitration Practice of Fried Frank's Hong Kong office.  He joined the Firm in 2012.

Mr. Wu handles an extensive range of general commercial litigation and arbitration. These disputes include corporate finance, M&A, funds, joint venture, shareholders, property and employment disputes, as well as insolvency and restructuring matters. His arbitration experience includes both domestic and international arbitration. Clients he has represented include banks, Hong Kong listed issuers, multinational corporations, funds, accountants/liquidators and high-net-worth individuals.

In addition to his general commercial dispute practice, Mr. Wu has a special focus on construction litigation and arbitration for clients which variously include government departments, statutory bodies, employers, engineers, architects, contractors and subcontractors. Mr. Wu has also represented clients in construction-related criminal investigations and prosecutions.

Another focus of Mr. Wu's practice is the representation of corporate clients, financial institutions and their directors and senior officers on various contentious regulatory matters. 

Mr. Wu received his JD from Osgoode Hall Law School in 1995, his M.Sc. from Queen's University in 1989 and his B.Sc. from the University of Manchester in 1987. Mr. Wu is a qualified solicitor in Canada, England and Wales, and Hong Kong. Mr. Wu is an accredited mediator of the Hong Kong Mediation Council. He is also a qualified civil engineer in Ontario, Canada. He is fluent in Cantonese, Mandarin and English.

Anita Fong

Anita Fong is a litigation associate in Fried Frank's Hong Kong office.  She joined the Firm in 2012.

Prior to joining Fried Frank, Ms. Fong was an associate in the Hong Kong office of a leading international law firm.

Ms. Fong practices in the areas of civil and commercial litigation and international arbitration and assists local and international clients in resolving contractual and tortious disputes.  She has particular expertise in construction litigation and arbitration.

Ms. Fong received her postgraduate certificate in laws from the University of Hong Kong in 2007 and her LL.B. and B.Com., with distinction, from the University of New South Wales in 2006. 

Ms. Fong is a qualified solicitor in Hong Kong and New South Wales, Australia.

David Fu

Meph Jia Gui
