John Smagula J.D., M.S. in Ed., is the executive director for Temple University’s Greater China Office, where he oversees all Temple student recruitment, cooperative programs, administration, university relations, and strategic planning in Greater China. Also, he is director of Asian Programs and associate professor, China Rule-of-Law Program, at Temple University School of Law, where he directs and teaches for the Tsinghua-Temple Master of Laws (LL.M.) Program. He is a leading expert in developing SIno-U.S. education programs, including legal programs for Chinese government officials and commercial lawyers. John has delivered lectures in English and Chinese on U.S. law and higher education at over 60 Chinese government agencies and universities, has written and spoken about the rule of law and higher education in China, and has presented at conferences on teacher training and legal education. He has full professional proficiency in written and spoken Mandarin Chinese and Spanish.

Judges
Methodology
1) Parameters
- Law firms, in-house departments, banks and accountancy firms must be based or have physical offices in China
- All deals must have a significant China element to qualify:
a) the money to have come from China ;or
b) the deal to be signed in China ;or
c) the legal work to have been done in China ;or
d) the property or project to be based in China
- Work completed and services provided within the period of 1 Jan 2015 through 31 Dec 2015
2) Composition of Judging Panel
Over 40 in-house counsel, private practice lawyers, government officials and academia professors will comprise the judging panel
(Note: any judges involved in a specific deal or category are disqualified from voting for a related award category)
3) Guidelines
- Leading law firms and in-house legal departments are invited by e-mail to nominate across various categories;
- All nominations are made using only the nomination form provided;
- Nomination forms are strictly private and confidential and are shared only by the event organiser (the ALB) and the judging panel;
- The ALB team passes the nomination data to the external panel of judges, who examine the information and vote. The judges’ votes are aggregated to calculate the winner in each category;
- The judges' votes are independent of the ALB;
- The judges' votes are final;
- Self-nominations by organizations or individuals are accepted.

Criteria
(1) Size - the minimum financial value of the deal required for individual deal category
oDebt Market Deal of the Year: US$ 1billion or above
oEquity Market Deal of the Year: US$ 1billion or above
oEnergy & Resources Deal of the Year: US$ 1billion or above
oM&A Deal of the Year: US$ 1billion or above
oProject Finance Deal of the Year: US$ 1billion or above
oTMT Deal of the Year: US$ 700million or above
oDealmaker of the Year - two divisions: China and International
(2) Complexity - the degree to which the work required intricate legal principles or advanced techniques and structures
(3) Innovation/Improvement - the degree to which the work involved original techniques and structures or innovative legal rules and regulations/the degree to which the work involved improved techniques and structures or legal rules and regulations
(4) Breadth - the degree to which the deal spanned jurisdictions, practice areas, parties and industries
(5) TIMESCOPE - the major portion of the deal should be completed between 1 January 2015 to 31 December 2015
(6) China deal of the year will be selected by judges from all nominated deals, there is no need for nomination
(7) The nominees will be shortlisted to up to 10 finalists by pre-judging process
(8) Each deal can only be nominated up to two categories of the deal award
